Fixation at Minimum entry pay of a particular grade

It has been noticed that in case of promotion in ASP cadre, only one incriment is being given and not the minimum entry pay of Rs4600 grade, which is Rs.17150. Earlier we were entitled for the minimum basic of the pay scale of promoted grade and if the official already crossed the minimum basic, he was entitled for one incriment in the fixation of pay. In circles like kerala, where ASP promotion is being given in 3 to 4 years, it will be a setback to the promotees. Our assocition should take some initiative to settle the irregularity(in my view).
